Social Media & Digital Communication Contractor - Healthcare (4-10 yrs)
1. POSITION(S) VACANT: Social Media and Digital Communication Contractor to Support COVID-19 Vaccine Introduction; (Two Vacancies, UNICEF, Delhi)
2. ORGANIZATION BACKGROUND :
UNICEF is a United Nations agency responsible for providing humanitarian and developmental aid to children worldwide. The organization works in over 190 countries and territories to save children's lives, defend their rights, and help them fulfil their potential, from early childhood through adolescence.
UNICEF wishes to urgently engage two Social Media and Digital Communication Contractor to support COVID-19 Vaccine Introduction.
Project Background:
UNICEF supports the Ministry of Health and Family Welfare in its key health initiatives, including immunization and communication. At the request of government, UNICEF has been requested to provide support as a key partner for the roll-out of the COVID-19 vaccine.
- A key part of the vaccination programme is the communication strategy. Effective implementation of any major communication campaign requires a digital strategy and a comprehensive approach to digital engagement. Strategic digital content for all audiences and channels would be required to ensure that all agencies and partners supporting the campaign have access to quality communication products, as part of a harmonious campaign approach. Social media specifically will be a major focus for the campaign and will require a variety of content products, as well as strategic marketing, digital analytics, analysis and an agile strategy at both the national and state levels.
- With communication campaigns being rolled out across different states, there is a requirement for support to maximize digital engagement nationally, while also adapting strategies to state-specific requirements. Strategic advice and support will need to be provided at the national level on campaign marketing, while also supporting states to adapt content to fit the reality of each state's communication environment.
- The Ministry of Health and Family Welfare requires UNICEF to provide support for social media engagement, including capacity building, strategy development and messaging for social media, apart from sharing key messages on UNICEF channels. Accordingly, UNICEF would like to engage a Social Media and Digital Communication Contractor (SMDCC) to address the above, as well as expand and strengthen social media activities on key health priority issues and support country level activation of health communication campaigns.
The SMDCC will work in close collaboration with UNICEF's Health Section and with the Ministry of Health and Family Welfare, under the overall guidance of the UNICEF Advocacy and Communication section.
3. JOB DESCRIPTION/ RESPONSIBILITIES :
Under the supervision of Communication Specialist, the role of the Social Media and Digital Communication Contractor (SMDCC) will be to
Key Job Responsibilities :
(1) Social Media Communication Strategies Implemented: Ensure that the Ministry of Health & Family Welfare's Social Media Channels are regularly updated as per the requirement from the ministry;
(2) Content Production Planned and Executed: Ensure that the production of communication products and materials for social media channels and other digital platforms is timely executed and followed up to support the initiatives and campaigns;
(3) Major Campaigns Effectively Designed and Executed: Provide assistance to develop, implement and conduct M&E for campaigns, ensuring regular contact with state campaign teams, national coordinators, creative agencies, and partners involved are established.
(4) Digital Platforms Regularly Monitored (M&E) to Ensure Maximum Reach and Efficiency: Regular monitoring and evaluation activities are undertaken according to the strategy and requests from the Ministry to ensure maximum impact and continuous improvement of country online communication efforts. Ensure results and reports are prepared and shared on a timely basis. This will be done with the support of a specialized agency contracted for media monitoring.
(5) Adequate Coordination and Communication Support for Implementing Effective Vaccination Communication initiatives: Support building a robust knowledge base and coordination mechanisms to ensure smooth implementation of key health communication initiatives
4. NUMBER OF VACANCIES AND DUTY STATIONS:
(1) Number of Vacancies: Two
(2) Duty Stations: New Delhi and/or remotely
5. SUPERVISOR: Communication Specialist
6. OFFICIAL TRAVEL INVOLVED (Itinerary and Duration):
Travel requirement is not envisaged outside duty station. In case required the Contractor is expected to travel within India only. In case of travel for specific events, payment of travel costs including tickets, lodging, etc. shall be agreed upon, between the Supervisor and the Contractor prior to travel and reimbursed on actuals.
7. ESTIMATED DURATION OF CONTRACT (Full Time): The initial contract will be issued for 11.5 months and may be extended, depending on programme requirement, funding availability and the candidate's performance.
8. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:
Qualifications, Experience and Functional Competencies:
(1) Bachelor's degree in communication, journalism, creative writing or similar discipline or Masters- degree in communication, journalism or creative writing;
(2) Demonstrated ability to produce high quality, creative communication collaterals for social media;
(3) At least four years- experience running multiple social media channels and campaigns for a large organization, preferably in the social sector;
(4) Experience in producing digital communication content on health issues, including immunization, is required;
(5) Experience in social media marketing is required;
(6) Experience producing content for the Government and/or UN Organizations is an asset;
(7) Experience and quality of work demonstrably meet the highest international standards;
(8) Proven ability to work as part of a team;
(9) Ability to plan and communicate effectively orally and in writing, draft report;
(10)Possess excellent creative and visual production skills;
(11) Fluency in English is required (Oral & Written);
(12) Familiarity in Hindi and other Indian languages is an advantage
9. TECHNICAL EVALUATION CRITERIA (With Weights for Each Criteria):
Weightage 80:20 (Technical score vs financial score)
The criteria for technical evaluation will be as follows:
(1) Cover Letter: Explaining the motivation for applying and also explaining how the qualifications and skill-set of the candidate are suitable for this position (Min 3/ Max 5)
(2) Relevant educational qualifications of the candidate (Min 3/ Max 5)
(3) Relevant work experience (Min 7/ Max 10)
(4) Work Samples (Min 15/ Max 20)
Candidates scoring a minimum of 28 marks out of 40 will be called for interview.
(5) Interview performance: Min 28 / Max 40
Minimum score for being considered technically qualified and for financial offer to be opened is 56 out of 80.
10. PAYMENT SCHEDULE/ TERMS: Payment will be made against a monthly progress report on activities undertaken and deliverables completed along with travel reports for field visits.
